L3Harris CEO Provides DOGE’s Musk and Ramaswamy Recommendations to Modernize National Defense Ecosystem

L3Harris Technologies (NYSE: LHX) Co-founder, Chair and CEO Christopher E. Kubasik penned an open letter today to the leaders of the Department of Government Efficiency (DOGE) with recommendations to modernize America’s national defense ecosystem.
The letter to Elon Musk and Vivek Ramaswamy included policy proposals that would ensure the U.S. government is able to fulfill its most fundamental responsibility – keeping our homeland safe by securing the borders and protecting and defending American interests around the world.
Kubasik, who was recently elected Chair of the Aerospace Industries Association, is a multi-decade leader in the defense industry with significant insight into the Pentagon’s acquisition process. He offered Musk and Ramaswamy four specific recommendations:
- Eliminate duplicative Cost Accounting Standard requirements for all companies in the defense acquisition system.
- Establish a central contracting arm within the Office of the Secretary of Defense to manage joint procurement programs.
- Require certified cost and pricing data for only the largest sole-source acquisitions or significantly raise the threshold for those that require such data.
- Limit a contractor’s ability to protest a contract award to three times per year.
